Greetings from Afghanistan. Hope things are going well back a city hall. I need your help. I am the American advisor to the Governor of Kandahar province and the mayor of Kandahar City (pop of about 800,000). I am helping the mayor with a request for paving equipment. He have provided me with a list but it is not detailed enought to put out for bid. What I need is for Joe or someone in public works to look at this list and help us with the specifications. We just don’t have the expertise to determine what we really need for equipment. The funding is available for the project which will create a number of jobs in a desperate community.
